Born in Utica, NY on September 5, 1921, Jim was the son of the late Thomas H. and Ellen (Eiffe) Collins. He was a graduate of Frankfort High School. A proud veteran of the United States Army Air Force, he honorably served his country during World War II as a Staff Sergeant. Jim was a well established self-employed attorney in Frankfort and was employed by the County of Herkimer for 28 years, serving as Assistant County Attorney and then as County Attorney from 1980 - 1998, when he retired. He also served as Frankfort Village Attorney and as School Board Attorney for the Frankfort and Little Falls school systems. He was a member of the Herkimer County Bar Association, the Frankfort Kiwanis Club and was very active with the Ilion Knights of Columbus, serving as former Grand Knight and District Deputy. Jim was a very humble person and highly respected during his years of service. Jim's greatest source of pride and joy was his family.
